23. VARIATION TO ROSTERED HOURS OF WORK
23.1 Open time
23.1.1 A Flight Attendant may be allocated work in accordance with the open time system agreed between the Employer and the Association or other employee representative from time to time.
23.1.2 Work not allocated through the normal open time process will be assigned in accordance with 23.2.
23.1.3 A dispute over open time may be processed in accordance with clause 13 - Dispute settlement procedure.
23.2 Drafting
23.2.1 A Flight Attendant may be drafted to work outside of their rostered daily duty hours, these hours count towards the 140 hour maximum contained in 22.1.1, and daily duty maximum contained in 22.2.
23.2.2 A Flight Attendant drafted is required to perform the additional duty in so far as it is within the duty hours contained in this award.
23.2.3 The manner in which Flight Attendants’ are drafted will be in accordance with a process agreed between the Employer and the Association or other employee representative from time to time.
23.2.4 A Flight Attendant must not be allocated duty additional to original rostered/assigned/awarded duty unless drafted in accordance with this clause.
23.2.5 A dispute over drafting may be processed in accordance with clause 13 — Dispute settlement procedure.
23.3 Working on incentive pay days
23.3.1 If a Flight Attendant nominates to work on a Incentive Pay Day, and is allocated work on the incentive pay day in accordance with 23.1 then the hours worked in such circumstances do not count towards the monthly maximum of 140 ordinary hours. A Flight Attendant may withdraw their nomination at any time, provided no duty has been awarded.
23.3.2 If a Flight Attendant has not nominated to work on an Incentive Pay Day, and is drafted to work on the Incentive Pay Day in accordance with 23.2 then the hours they work in such circumstances count towards the monthly maximum of 140 ordinary hours.
23.3.3 If a Flight Attendant on an incentive pay day has been awarded a duty and the duty is subsequently cancelled the Flight Attendant may either remain available or withdraw their nomination. The provisions of 23.4 do not apply if the Flight Attendant elects to remain available.
23.3.4 An IPD Flight Attendant, who reports for duty at the airport, must be paid for a minimum of 4 hours.
23.3.5 A Flight Attendant on an incentive pay day who is drafted to work on an incentive pay day (where the Flight Attendant has not nominated to work the incentive pay day) these hours count towards the 140 hour maximum.
23.4 Displacement
23.4.1 A Flight Attendant may be displaced from rostered flying for the following reasons:
23.4.2 If a Flight Attendant is displaced in accordance with 23.4.1, the Flight Attendant may be awarded or assigned a replacement duty, however, a Flight Attendant must not be awarded or assigned airport reserve duty.
23.4.3 If a Flight Attendant has been displaced from their rostered single day duty in accordance with 23.4.1, the Flight Attendant may be assigned or awarded a replacement duty that falls within up to two hours prior to their original rostered sign-on time, and two hours after their original rostered sign-off time.
23.4.4 If a Flight Attendant has been displaced from their rostered multi-day duty in accordance with 23.1, the Flight Attendant may be awarded or assigned a replacement duty that falls within up to two hours prior to their rostered sign-on time until two hours after their rostered sign-off time on the last day of the rostered tour of duty.
23.4.5 A Trainee Flight Attendant or Flight Attendant being checked must not be displaced.
23.4.6 A Flight Attendant requiring checking or training does not remain assignable for replacement duty.
23.4.7 A Flight Attendant displaced from a flight, series of flights or from a roster must if available be reassigned to the rostered duty if the reason for displacement ceases to exist before the closure of Open Time.
23.5 Re-assignment/replacement
23.5.1 If a standby Flight Attendant arrives at the airport to sign on, is displaced and subsequently re-assigned the following conditions will apply unless the Flight Attendant is drafted for other duty:
23.5.1(a) The Flight Attendant must sign off at permanent base no later than two hours after the original rostered sign off time.
23.5.1(b) The replacement duty must only be a single day sequence if the original duty was a single day sequence.
23.5.1(c) The replacement duty may be a multi-day sequence only if the original duty was a multi-day sequence and the replacement duty signs off at permanent base no later than two hours after the original rostered sign off time.
23.5.1(d) If no multi-day sequence is available as a replacement duty, the Flight Attendant may be allocated a single day sequence within the plus 2 buffer of day one of the original duty and must revert to standby after the appropriate rest period in accordance with 24.1;
23.5.1(e) Replacement duty must not be assigned with a planned sign on of later than 2 hours after the original duty sign on.
23.5.2 After sign-on, a standby Flight Attendant may only be assigned to a tour of duty within the plus two buffer if the Flight Attendant is drafted.

23.5.3 If a Flight Attendant displaced from a multi-day duty has been assigned/awarded a replacement duty in accordance with 23.1 for part of the multi-day sequence, they will also be assigned appropriate rest period(s), and assignable period(s) of no more than 12 hours to the completion of the reassignable period. A Flight Attendant will not be assigned or awarded a replacement duty that infringes on the nominated rest periods.
23.5.4 If a Flight Attendant displaced from a multi-day duty has not been allocated a replacement duty in accordance with 23.1 the Flight Attendant must be assigned reassignable spans of no more than 12 hours with minimum 12 hour rest periods. The assignable span must fall within the total period commencing two hours before the original sign-on at permanent base, and terminating two hours after the original sign-off at permanent base. A Flight Attendant will not be assigned or awarded a replacement duty that infringes on the nominated rest periods.
23.5.5 If a Flight Attendant is reassigned to a tour of duty within the plus two hour buffer and the duty extends beyond the buffer, the Flight Attendant must be paid at the rate of single time in addition to the normal weekly wage for all duty performed outside the plus two buffer.
23.5.6 If an aircraft operates at the same departure time with an altered or new flight number(s), in the direction of but not beyond the original destination, the rostered Flight Attendant must operate the flight. Provided the tour of duty is not planned to extend later than two hours after the original scheduled sign off time.
23.5.7 One third of the time of a Flight Attendant who is assignable must be credited for all reassignable time at permanent base.
