19. ALLOWANCES AND SPECIAL RATES

19.1 Training allowance

19.1.1 A Flight Attendant appointed as either an in-flight trainer (a Flight Attendant appointed for periods of time by the Emplyer for the purpose of in-flight training of trainee Flight Attendants) or a ground school trainer (a Flight Attendant appointed by the Employer to conduct on ground training as required) must be paid $52.89 per week.

19.1.2 A Flight Attendant who is appointed as both a line supervisor and either an in-flight trainer or a ground trainer must be paid only the higher of the prescribed allowances for those roles.

19.2 Line supervisor allowance

19.2.1 A Flight Attendant appointed as a line supervisor and who is directed to perform additional supervisory functions and required to maintain Flight Attendant proficiency and standards must be paid $70.62 per week.

19.2.2 A Flight Attendant who is appointed as both a line supervisor and either an in-flight trainer or a ground trainer must be paid only the higher of the prescribed allowances for those roles.

19.3 Wide bodied aircraft

19.3.1 A Purser/Cabin Manager operating on wide bodied aircraft must be paid an allowance of $4.44 per flight hour (Ansett Only). This allowance does not apply to Pursers/Customer Service Managers (short-haul) employed by Qantas.

19.3.2 A Flight Attendant operating as second-in-charge on a wide bodied aircraft must be paid an allowance of $2.35 per flight hour.

19.4 Narrow bodied aircraft

19.5 Grooming and uniform

19.5.1 A Flight Attendant must be paid a cosmetic and hairdressing allowance of $17.12 per week.

19.5.2 Where the Employer requires a Flight Attendant to wear a uniform the Employer must reimburse a Flight Attendant for the cost of purchasing the uniform. The provisions of this clause do not apply if the uniform is paid for by the Employer.

19.5.3 Where the Employer provides the uniform without cost to the Flight Attendant the uniform will remain the property of the Employer.

19.5.4 Flight Attendants must be paid a hose allowance of $9.16 per week.

19.5.5 A shoe allowance of $11.84 per week must be paid to a Flight Attendant. This allowance is not payable in any year in which a Flight Attendant is issued ‘with shoes at the Employer’s expense.

19.6 District/zone allowance

District/zone allowance must be paid at the rate prevailing under Australian Public Service Regulations from time to time.

19.7 Route pay

19.7.1 In addition to any other payments accruing under this award, a Flight Attendant on duty on services between Australia and foreign ports between Australia, Cocos Island, Christmas Island and Norfolk Island must be paid $11.01 for each calendar day or part day the Flight Attendant is so employed.

19.7.2 This allowance does not apply to pursers/Customer Service Managers (short-haul) employed by Qantas.

19.8 Higher duty allowance

The acting Purser/Cabin Manager/Customer Service Manager (Short haul) must be paid a higher duty allowance as agreed between the employer and the Association for each day, or part thereof on which duty in the higher classification is performed. Provided that in no circumstances will the rate be less than $78.91 per day.

19.9 Initial posting allowance

A Flight Attendant who is initially posted to a port other than their training base and who requires Employer accommodation is entitled to the provisions of 19.14.1(c) and in addition will be paid an initial posting allowance of $43.05 each day up to a maximum of 14 days.

19.10 Miscellaneous expenses reimbursement allowance

19.10.1 Flight Attendants must be paid a reimbursement expense allowance of $244.57 per month as a standard monthly allowance for miscellaneous expenses incurred associated with flying duties in the course of and arising out of their employment.

19.10.2 The allowance must be paid when a Flight Attendant is assigned to and commences flying and includes annual leave and long service leave accrued and taken whilst on flying duties. The allowance will not be paid during periods of leave of absence without pay, parental leave or prolonged sick leave in excess of one month.

19.10.3 The reimbursement of miscellaneous expenses incurred by Flight Attendants in the course of and arising out of their employment associated with flying duties must include all reasonable expenses for the following items:

19.11 Passports

If an Employer specifically requires a Flight Attendant to obtain a passport, the Employer must bear all costs associated with the issue of the passport.

19.12 Reimbursement for legal claims allowance

19.12.1 A Flight Attendant must be reimbursed by an Employer for the monetary amount of any successful legal claim made by any member of the public, passenger or other person as a result of any accident or happening against a Flight Attendant when duly performing their nominated duty, whether efficiently or, as may be subsequently determined, negligently.

19.12.2 An exception to this is when the Flight Attendant knowingly performs duty in a manner contrary to law or the Employer’s policy and direction.

19.13 Overseas expenses

A Flight Attendant who is required by the Company to undertake publicity duties overseas must be paid an allowance sufficient to reimburse for the cost of reasonable expenses incurred by a Flight Attendant whilst overseas.

19.14 Accommodation allowances

19.14.1 General entitlement

Despite other provisions in this award, an Employer must provide a Flight Attendant with appropriate accommodation when the Flight Attendant:

19.14.1(a) is away from home base, flight duty, or other duty or when deadheading under Employer direction; is on a stopover of more than 5 hours during a tour of duty;

19.14.1(b) is required to attend court/tribunal proceedings that have arisen from an accident, incident, act of terrorism, sabotage or hijacking and the proceedings are held away from their home base;

19.14.1(c) is given an initial posting to a locality other than which the Flight Attendant was trained (up to a maximum of 14 days).

19.14.2 Accommodation disability allowance

19.14.3 Cancelled accommodation allowance

19.14.3(a) must receive an allowance as agreed between the Association and the Employer for each occasion such accommodation is cancelled; or

19.14.3(b) must be provided by the Employer with transport by taxi or hired car or the cost thereof between the airport and the place of accommodation and return up to a distance of 25 kilometres from the city terminal or the airport.

19.15 Daily travel allowance

19.15.1 Flight Attendants away from permanent base on flight or other duty or when deadheading under the Employer’s direction must be paid a daily travelling allowance per hour calculated from sign-on at permanent base to sign-off at permanent base for each tour(s) of duty.

19.15.2 A Flight Attendant is entitled to daily travelling allowance for all periods of duty, except non-airport reserve.

19.15.3 Payment must be to the nearest quarter of an hour unless otherwise agreed. The hourly rate of the daily travelling allowance is calculated by dividing the Australian Public Service, SES - Travelling Allowance Determination by 24.

19.16 Transfer allowances

19.16.1 Temporary transfer at Employer direction

A Flight Attendant on temporary transfer must:

19.16.1(a) be provided with appropriate accommodation free of charge;

19.16.1(b) be paid Temporary Transfer Daily Travelling Allowance at a rate agreed between the parties from time to time.

19.16.1(c) have free of charge sub-load return travel available to permanent base on days off;

19.16.1(d) unless otherwise agreed between the Flight Attendant and the Employer be allowed a day to travel to and a day to travel from the temporary transfer base. This travel must not be associated with any other duty;

19.16.1(e) if at the Employers request a temporary transfer is mutually extended beyond 31 days the provisions of 19.16.1(a) and 19.16.1(b) must continue; and

19.16.1(f) a Flight Attendant on temporary transfer who is subsequently reclassified to a Flight Attendant on permanent transfer to meet the operational requirements of the Employer is entitled to the provisions of 19.16.2(b), 19.16.2(c), 19.16.2(d) and 19.16.2(f) from reclassification to permanent transfer.

19.16.2 Permanent transfer at Employer direction

A Flight Attendant permanently transferred at the Employer’s direction is entitled to the following:

19.16.2(a) A Flight Attendant who is assigned from one base to another base to meet the operational requirements of the Employer for a period in excess of 31 days, is regarded as being on a permanent transfer.

19.16.2(b) A Flight Attendant is entitled to receive payment from the Employer for all reasonable out-of-pocket expenses incurred for the removal of their personal effects from their permanent base to the new base. The personal effects must be transported free of cost.

19.16.2(c) Until a Flight Attendant has secured accommodation the Employer must provide appropriate accommodation up to a maximum of 14 days from the date of arrival at the new base.

19.16.2(d) A Flight Attendant will be paid Temporary Transfer Daily Travelling Allowance on a 24 hour basis at a rate agreed between the parties from time to time (up to a maximum of 14 days from the date of arrival of the Flight Attendant at their new base).

19.16.2(e) A Flight Attendant will be allowed 3 days free of duty immediately proceeding the transfer date. The Flight Attendant may elect to take these days free of duty at either the departing port or the transfer port. This provision does not apply to Flight Attendants transferring on initial posting.

19.16.2(f) If a Flight Attendant elects to provide their own accommodation they are entitled to the initial posting allowance and the temporary transfer allowance for a period not in excess of 14 days from the Flight Attendant’s arrival at the new base.

19.16.3 Flight Attendant request transfer

The provisions of 19.16.1 and 19.16.2 do not apply where flight attendants apply for a request permanent transfer.

19.17 Transport allowances

19.17.1 Ground transport

19.17.1(a) A Flight Attendant who does not have a car registered with the Employer must be provided with transport between the airport and the city office if sign-ons occur between the hours of 2000 and 0730.

19.17.1(b) A Flight Attendant who overnights away from permanent base must be provided transport from airport to overnight accommodation. The Employer will arrange such transport to coincide within 15 minutes of the estimated time of arrival of the aircraft.

19.17.1(c) A reserve Flight Attendant called out for duty must be prepared to sign on at the airport as early as possible but not later than 120 minutes after receiving the duty call out. Transport to and from the airport at the Employer’s expense will be made available to the Flight Attendants on request if required to sign on within 120 minutes of call out.

19.17.2 Air travel

19.17.2(a) Where deadheading is associated with rostered duty a Flight Attendant will be provided with air travel.

19.17.2(b) Where deadheading is associated with unrostered duty a Flight Attendant will be provided with air travel.

19.17.2(c) When a Flight Attendant is required to travel in economy class while deadheading on a positioning flight associated with flight duty they are entitled to be paid an allowance of $8.04 per tour of duty irrespective of the number of deadhead sectors.

19.17.2(d) Where an Employer has permitted Flight Attendants to swap bases the Employer must provide sub-load air travel to and from the new base. Base swaps will be entirely at the Flight Attendants’ expense, and are limited to two consecutive months in any 3 month period.

19.18 Meal allowances

19.18.1 The Employer must provide meals and/or refreshments on or around the times the meal/refreshments would have been served during the flight the Flight Attendant is working.

19.18.2 On tours of duty of 5 or more hours which do not include at least one meal sector a meal and/or refreshments will be provided where possible in those cases where the Flight Attendant does not have access to other catering facilities.

19.19 Reimbursement for loss or damage to personal effects Allowance

The Employer will insure each Flight Attendant, or reimburse the Flight Attendant for the cost of obtaining the insurance, for loss or damage incurred to personal effects while on duty. This excludes money and jewellery.

19.20 Death benefits allowances

19.20.1 Death benefits - military charter flights

A Flight Attendant who participates in military charter flights will in addition of any other benefit/entitlement under this award, be insured by the Company against death for the amount of $155,000, or be reimbursed in full for the cost of obtaining such insurance. This benefit will be payable in the event of the Flight Attendant’s death whilst flying on the last sector into or the first sector out of any warlike area or whilst on the ground in such area if death results from any of the acts as defined in 4.38.

19.20.2 Death benefits allowance – warlike or terrorist operations

Should a Flight Attendant be killed whilst overseas in the course of duty with the Company (whether death arises out of or in the course of duty or while based slipping or travelling overseas in the course of employment) and death results from warlike or terrorist operations. The Company will reimburse the Flight Attendant as follows:

19.20.2(a) A guarantee to make up any difference by which the sum of the death payment due to a Flight Attendant attributable to the Company’s contributions under the staff superannuation plan plus the amount payable on death under the Company’s personal accident and insurance scheme falls short of the amount of $155000.

19.20.2(b) A Flight Attendant who is married will be entitled to an additional $10400.

19.20.2(c) A Flight Attendant with children under the age of 17 years, will be paid $2600 per child in addition to the amounts payable under this subclause.

19.20.2(d) An indemnity to a maximum of $155000 in respect of personal insurance policies taken out by a Flight Attendant which contains exclusion of death or injury resulting from the circumstances set out in this subclause.

19.20.3 Death benefits - sabotage or hijacking

19.20.3(a) Should a Flight Attendant be killed in the course of duty with the Company as a result of acts of sabotage or hijacking, the Company will provide a death benefit of $155000 in addition to all other amounts payable to the Flight Attendant under the Flight Attendant’s Superannuation Scheme or any other scheme.

19.20.3(b) Where a Flight Attendant is injured in circumstances set out in 19.20.3(a). and such injury causes occupational disability, the Company will pay $60,000 irrespective of other occupational disability benefits.

19.20.4 Death benefit allowance - aircraft accident

19.20.4(a) The Company will insure each Flight Attendant for Aircraft Accident Insurance for a death benefit of $155000. Provided that such death occurs whilst on duty, flying or passengering on any aircraft in a manner recognised by the Company and the Association or other employee representative as being associated with the employment of the Flight Attendant and the benefit will be paid expeditiously to the Flight Attendant’s estate.

19.20.4(b) This benefit is inclusive of Workers Compensation and carrier Liability Insurance Entitlements but does not apply to Flight Attendants covered under 19.21.

19.21 Internment allowance

19.21.1 If a Flight Attendant is interned the Company will continue to pay them for the period of internment.

19.21.2 If posted missing a flight Attendant entitled to payment under 19.21.1 will continue to be paid until such time as the Flight Attendants whereabouts are established, but not beyond two years from the time the Flight Attendant was initially posted missing. Payment beyond two years may be extended by the Company where the Flight Attendant’s dependants would otherwise be adversely affected, and if the Flight Attendant was subsequently discovered to have been interned, pay will continue to be paid in accordance with 19.21.1.

19.21.3 The entitlement in this subclause will cease when death is established or legally presumed and in the circumstances the relevant provision of 19.20 will apply.

19.21.4 Where a Flight Attendant is entitled to pay in accordance with 19.21.1 it will be paid to such person as is nominated by the Flight Attendant, and failing such nomination it will, at the Company’s discretion, be paid either to a dependent next-of-kin selected by the Company or held by the Company on behalf of the Flight Attendant.
